The Mulligan Report

The Mulligan Inquiry or (Children in State Care Commission of Inquiry) was a three-year inquiry into the abuse of children in the care of the South Australian Government that started in November 2004, at a cost of 13.5 million dollars.

The Inquiry was tabled in South Australia (SA) Parliament in 2008.

"Decade after decade, the perpetrators of this abuse not only robbed children of their innocence but also stole both their past and their future."

Mulligan said he had been totally unprepared for the "foul undercurrent of society" which had perpetrated child sex abuse against Wards of the State between the 1960s and 1980s, and as recently as 2004.

He had personally interviewed 792 people who were victims. Mr Mulligan said he had referred 170 people with information about 434 alleged Pedophiles to police, who arrested two suspects and reported 13 others.

Out of this only 2 convictions were recorded.

In retired Supreme Court Judge Ted Mulligans own words he stated “this inquiry only just scratched the surface“. He also stated it was an organised network of paedophiles and had no doubt it was still going on.

Aboriginal children, children with disabilities, run away children, and children in state care were sexually abused.

What the report did not find, or conveniently left out, was that children in State care were used for medical experimentation.

Out of the 54 recommendations only a couple have been adopted.

The names of the alleged pedophiles from the report have been supressed by the then Attorney General Mike Atkinson and John Howard. The SA Premier of the time was Jay Weatherill.

The same Jay Weatherill who was Premier at the time of the Mulligan Royal commission into child protection that revealed how flawed the system was and how it failed children, and accepted full responsibility, has been appointed by the Victorian Allan Government to head up an inquiry into Victoria’s childcare system.

This is gross incompetence from the Allan government and a slap in the face to every Victorian.

There have been petitions in the past to have the names of the paedophiles that have been suppressed released. We as a community must make a combined united effort to have the information that has been suppressed released. The protection of known paedophiles in this country has gone on for far too long.

Our politicians need be reminded they are elected representatives of the people, and their role is to push in parliament what the people of their electorate wish and require. As one step of many we must place pressure on your local elected representatives to have this information made available.
